Abraham Shakespeare MURDERED - Plant City, Florida (Hillsborough Co.) April 2009
Abraham Shakespeare (42) won $31 million dollars in the Florida Lottery in 2006. He took a lump sum payout of approximately $17 million. He remained a frugal person as he had before his lottery windfall, but after numerous failed real estate transactions, loans, and friendships Abraham has suddenly gone missing. He was last seen in the Lakeland area in April 2009. Dorice Emma Donegan Moore (AKA Dee Dee Moore) stated in the media that she bought out Abraham's debts to enable him to move away to escape paying child support arrears for a second child that was born after the lottery windfall. Law Enforcement believes there may be more to this story. Abraham Shakespeare's body was found on January 28, 2010 buried beneath a cement slab on the rear property of Shar Krasniqi located at 5802 S.R.60 East, Plant City, Florida 33567. Shar Krasniqi was the boyfriend of Dorice Emma Donegan Moore (AKA Dee Dee Moore). On February 2, 2010 Dee Dee Moore was arrested, first charged with Accessory after the fact and later with First Degree Murder of Abraham Shakespeare.

In Circuit County Court in the Tenth Judicial Circuit in and for Polk County, Florida

Probable Cause:

On December1, 2009, I was assigned to investigate a subject who was possibly giving confidential information to a white female by the name of Dorice "DeeDee" Moore. this information came after Det. Clark #6579 had spoke to Moore and obtained consent to search her cellular phone. On her cellular phone Det. Clark observed text messages between a contact marked "Troy Young" and herself. During the course of these text conversations Moore would send young messages asking him to run tags and one time specifically asking "check if this is a cop". I was informed by Det. Clark that Moore advised him (Det. Clark) Troy Young was a Lakeland police officer. I checked the Florida ATMS personnel system and found Troy Young to be a nineteen year veteran of the Lakeland Police Department as a police officer.

I then met with Moore on December 8, 2009, to complete an interview and in an attempt to have her send a controlled text to Troy Young. During the interview I learned Moore met Young months ago when she was introduced to Young by a mutual acquaintance. Moore initially wanted to write a story about a Polk County millionaire and wanted Young to corroborate stories as he was a police officer and his creditability was greater than that of others she had encountered.

Moore stated she had paid Young on different occasions for different law enforcement type services he provided. Moore stated she had sent several tags to Young for him to run, had called him for advice, to be a witness while executing a court order, and had called him to respond to an incident involving a stolen semi truck/engine in unincorporated Polk County.

On January 6, 2010, at approximately 1015 hours, I made contact with Troy Young at the Polk County Sheriff's Office (PCSO) bureau of criminal investigations while he was being questioned by PCSO homicide detectives for an unrelated case as a witness. During the interview Young admitted to running tags which Moore had asked him to, responding to the scene of a stolen vehicle (which she had acquired from Abraham Shakespeare), going to a bank to be a witness while Moore went into a safety deposit box, and talking to Moore on the phone about other legal questions.

During the interview, Young stated he contacted Moore during November 2009 and approached her by saying he needed a favor. Young then went on to explain that he asked Moore to pay for a plane ticket for his daughter and that by Moore buying this plane ticket it would "make them even" for everything Young had done for her. I asked Young if the plane ticket was payment for the legal advice, the running of the tags she requested, the response to different scenes she asked him to come to, which Young stated yes.

I asked Young if Moore ever stated a reason why she wanted any of the tags ran through the police system (Driver and Vehicle Information Database and/or Florida Crime Information Center), to which he replied no. I showed Young the text in which Moore sent Young a combination of a tag number and then made the statement, "check if this is a cop". Young was not able to recall anything more about this request.

Moore' s text messages showed the following requests:

September 9, 2009 at 7:10am - "call me when your on duty"

September 9, 2009 at 2:34 pm - "tag ...... and. ..... "

September 9, 2009 at 7:26 pm - "thought I would give you the good news semi truck has been towed away"

Reply from Young - "great! engine w/it?"

September 9, 2009 at 9: 16 pm - "yes but a lot of parts missing ..... " "his name is Garth Richard also goes by Richards date of birth 2/18/1970 arrest in Florida 4 times Arizona 2 checking on other states .nowhe has had 9 different addresses but same matching date of birth"

September 10. 2009 at 9:01 am - "two more tags from yesterday …... and ..…"

September 10, 2009 at 1:53 pm - "call me when you get through it's important"

October 27, 2009 at 4:45 pm - "are you working tomorrow"

Reply from Young - "off. what’s up?"

From Moore - "need a witness at community bank to empty out safety deposit box" "on court order from judge"

I received a report from the Florida Department of Law Enforcement whice queried Young's activity. a review of the activity showed that Young ran all tag numbers and names stated above either through the Florida Crime Information Center or Driver and Vehicle Information Database. These databases require sworn law enforcement or other secure requirements for access and are not available to the general public.

A sworn taped statement was obtained from Moore on January 7, 2010, regarding the above incident and the information as well as payments made to Young.

In November 2009, regarding Young's actions he did solicit and accept a pecuniary benefit (plane ticket) which was not authorized by law (he was off duty and not working a special detail sanctioned by the Lakeland Police Department), and he represented as being, within the official discretion as a public servant, in violation of his public duty.

Beginning in September 2009, Young, who is a public servant using equipment (computer issued by Lakeland police Department) which he has access to in his official capacity and the information obtained (tag number, registered owner information) had not been made public did receive pecuniary interest (appropriation of a plane ticket for his daughter) which was acquired by his acquiring the confidential information.
